The field app is offline-first by design, so an outage in a shared service does not stop an officer working.

Nothing an officer has captured is lost while a service is degraded — it waits on the handset and uploads when the service is back. Live tracking and messaging do need connectivity, and those are the parts worth checking here before a job.
